COLUMBUS, OHIO: Cory Hicks, CEO of Paducah Power System (PPS) and a member of the AMP Board of Trustees, and Jeffrey Stonehill, Borough Manager and Director of Utilities for the Borough of Chambersburg, were elected on Oct. 28 to three-year terms on the American Public Power Association (APPA) Board of Directors.
Hicks was elected to represent Region 7, which covers Alabama, Kentucky, Mississippi and Tennessee; and Stonehill was elected to represent Region 8, which covers Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island and Vermont.
The APPA Board of Directors elected Hicks, Stonehill and two other new board members during its annual fall meeting on Oct. 28 in Asheville, N.C.
Hicks currently serves as the Chief Executive Officer for PPS, a position he has held since mid-2026. He first joined PPS in 2025 as Chief Strategy Officer as part of the succession plan for the retirement of long-time CEO David Carroll, former AMP Board of Trustees chair and APPA Board member. PPS provides electric and fiber service (retail and wholesale) to residents and businesses in and around the community and serves approximately 23,000 customers. Hicks earned a bachelor’s degree from Murray State University, a Master of Public Administration from Oklahoma University and completed the Harvard New Leader Program. He currently serves as a member of the AMP Board of Trustees and is the General Manager of the Kentucky Municipal Power Agency. In 2024, Kentucky Governor Andy Beshear appointed Hicks to the Board of Directors of the Kentucky Nuclear Energy Development Authority, a position he continues to hold.
Stonehill has been active in public power for more than two decades, and his public service dates back more than 29 years. He currently serves as the Borough Manager and Director of Utilities for the Borough of Chambersburg, a position he has held since 2009. The borough provides electric, natural gas, water, sanitary and storm water sewer service to residents and businesses in and around the community. Stonehill earned a bachelor’s degree from New York University, and a Master of Public Administration from Pace University. He currently serves as President of the Pennsylvania Municipal Electric Association and serves on several committees of the AMP Board of Trustees.
“Cory and Jeffrey have demonstrated leadership and a strong commitment to public power and the communities they serve,” said Jolene Thompson, AMP President/CEO. “We congratulate them on this well-deserved achievement and look forward to the leadership and contributions they will provide at the national level on behalf of public power.”
With the addition of Hicks and Stonehill, five officials from AMP Member communities now serve on the APPA Board of Directors. Jason Grey, Director of Utilities for Danville Utilities; Paul Jakubczak, Director of Utilities for the Coldwater Board of Public Utilities; and Ed Krieger, Deputy City Manager — Infrastructure & Public Utilities for the City of Westerville, were previously elected to the board. Jakubczak and Krieger represent Region 2, which covers Illinois, Indiana, Michigan, Ohio and Wisconsin. Grey represents Region 5, which covers Delaware, Florida, Georgia, Maryland, North Carolina, South Carolina, Virginia and West Virginia.
APPA is the service organization for the nation’s more than 2,000 community-owned electric utilities that serve more than 55 million people.
