COLUMBUS, OH: Several American Municipal Power, Inc. (AMP) Member utilities were awarded the Reliable Public Power Provider (RP3) recognition from the American Public Power Association (APPA) during the association’s annual Engineering & Operations Conference, which took place March 29 through April 1 in Huntsville, Ala.

APPA has offered the RP3 designation for 21 years. The designation, which lasts for three years, recognizes public power utilities that demonstrate proficiency in four key disciplines: reliability, safety, workforce development and system improvement. Criteria include sound business practices and a utility-wide commitment to safe and reliable delivery of electricity. This year, 118 of the country’s more than 2,000 public power utilities earned the RP3 designation.

Diamond Level

The following AMP and Delaware Municipal Electric Corporation (DEMEC) Members received 2026 RP3 Diamond Level (highest level) designation, awarded to utilities that successfully meet 98-100 percent of the RP3 program criteria:

  • Bryan Municipal Utilities
  • Cuyahoga Falls Electric System
  • City of Dover, DE (DEMEC)
  • Hamilton Department of Infrastructure
  • Hillsdale Board of Public Utilities
  • Montpelier Municipal Utilities
  • Paducah Power System
  • Village of Versailles Utilities

Platinum Level

The following AMP and DEMEC Members received 2026 RP3 Platinum Level designation, awarded to utilities that successfully meet 90-97 percent of the RP3 program criteria:

  • Chambersburg Electric Department
  • City of Marshall Electric Department
  • City of Milford, DE (DEMEC)
  • Minster Electric Department
  • Napoleon Power & Light
  • Westerville Electric Division

Gold Level

The following AMP and DEMEC Members received 2026 RP3 Gold level designation, awarded to utilities that successfully meet 80-89 percent of the RP3 program criteria:

According to APPA, nationwide, more than 250 public power utilities hold the RP3 designation.
